The Medical & Dental Council has duly approved New Licensing Pathways for Foreign Medical and Dental Graduates 2022. List of Countries and foreign institutions recognized by the Medical & Dental Council are attached as annexures:
- List I and List II of countries
- List A of Foreign Institutions situated in List I of countries
- List B of Foreign Institutions situated in List II of countries
Any country not included in List I or List II of Countries may be considered by the Medical & Dental Council for inclusion first in List II of Countries and thereafter, upgraded to List I of countries after a minimum of five years having been in List II of countries, subject to the National Medical Authority evaluating the regulator of such country and submitting its report and recommendation and an agreement being executed by the foreign regulator of such country with the Commission to provide information and access to data of all medical and dental colleges in such country.
For Foreign Graduates the following Licensing Pathways shall be available;
Licensing Pathways 1
Persons holding a foreign qualification which is recognized by PMC;
- Granted by a foreign college in List A of Colleges, OR
- Granted by a college recognized by the regulatory authority in List I of Countries.
AND
- Having completed a House Job/Internship in a foreign institution recognized by the regulatory authority in List I of Countries; OR
- Having obtained a Foreign License issued by the regulatory authority in List I of Countries; OR
- Having obtained a certificate issued by the regulatory authority in List I of Countries that the person is eligible for grant of license in the relevant country;
- Shall be granted a Full license upon qualifying the NlE, or In the absence of 3,4 and 5, shall be granted a Provisional license to undertake a HouseJob upon qualifying the NLE.
Licensing Pathways 2
Persons holding a foreign qualification which is recognized by PMC;
- Granted by a foreign college in List B of Colleges, OR
- Granted by a college recognized by the regulatory authority in List II of Countries.
AND
- Having completed a House Job in a foreign institution recognized by the regulatory authority in List I or List II of Countries; AND
- Having obtained a Foreign License issued by the regulatory authority in List I or List II of Countries;
- Shall be granted a Full License upon qualifying the NLE.
Licensing Pathways 3
Persons holding a foreign qualification which is;
- Granted by a public college recognized by the regulatory authority not in List I or List II of Countries; AND
- Having completed a House Job/Internship in a foreign institution recognized by the regulatory authority of the relevant country; AND
- Having obtained a Foreign License issued by the regulatory authority of the relevant country; AND
- If the person obtained their HSSC qualification in Pakistan, and qualified the MDCAT, and obtained an aggregate of 75% on the basis of 50% MDCAT and 50% HSSC score, OR alternatively if the person did not obtain their HSSC qualification in Pakistan then having secured 75% marks on equivalence issued by IBCC;
- a) Shall be granted a Provisional License to undertake a House Job in Pakistan on qualifying the NLE.
- b) Shall be granted a Full License on having completed their House Job in Pakistan.
Licensing Pathways 4
Persons holding;
- A foreign license issued by a regulatory authority in List I or List II of Countries; AND
- A foreign Post Graduate qualification recognized by the PMC and recognized by a regulatory authority in List I or List II of Countries;
- Shall be exempted from NLE and shall be granted a Full License on verification of their Foreign License from the issuing authority and verification of Post Graduate qualification from the granting authority.
Licensing Pathways 5
Graduates of a foreign college having qualified PM&DC NEB Step III prior to 24th September 2020;
- a) Shall be granted a Provisional License on verification of foreign undergraduate qualification from granting university.
- b) Shall upon completion of HouseJob in Pakistan, be granted a Full License.
* All foreign qualifications, degrees, certificates and licenses are subject to verification from the issuing authority or entity in a manner determined by the Commission.
APPLICABILITY: The new Licensing Pathways shall not be applicable upon foreign medical & dental students who graduate before 1st October 2022. Students graduating before 1st October 2022 shall be subject to the old Licensing Pathways.
